Birth to 3 Program
The first three years are the most important building blocks of a child’s future. The Wisconsin Birth to 3 Program is an early intervention special education program. It helps children under the age of 3 who have delays or disabilities. “Early intervention” is the term used for the services and supports for babies and young children and their families. In Wisconsin, early intervention is known as the Birth to 3 Program.
Eligibility:
- developmental delay of at least 25% in one area of development
- a physician diagnosed condition with a high probability of developmental delay
- atypical (unusual) development that adversely affects your child’s overall development
- diagnosed hearing or vision impairment
Birth to 3 program services are funded through county, state, and federal funds; insurance payments; and the parental cost share. If your child is potentially eligible for Wisconsin Medicaid through programs such as Badger Care Plus, SSI, or Katie Beckett, you may be asked to apply for benefits under those programs. You will also be asked for consent to bill any insurance you may have.
