Treatment Alternatives & Diversion Program
Treatment courts are an alternative model to the formal prosecution process. They are designed to divert justice-involved individuals into programs of supervision and services based on established criteria and a screening or assessment process. Treatment courts are considered one of the most successful justice interventions for people with substance use and mental health disorders. They improve education, employment, housing, and financial stability; and promote family reunification.
Each treatment court is designed to target the specific behaviors that led to an individual’s involvement in the criminal justice system and provide access to services that will assist them in decreasing the likelihood of future justice-system involvement.
Brown County operates 7 treatment courts:
- Drug Court
- OWI Court
- Veteran’s Treatment Court
- Young Adult Specialty Court
- Heroin Court
- Family Recovery Court
- Mental Health Court

Diversion programs are an alternative to the formal charging process. Prosecutors may withhold filing of charges or suspend formal prosecution and provide an alternative course of action in the form of a diversion agreement that would include certain requirements. Examples of those requirements may include, but are not limited to: Do not commit a new crime for a specified period of time, participate in education classes, complete community service, receive an assessment for treatment needs, etc. Satisfactory completion of program requirements may result in charges not being issued, reduced charges, or the dismissal of formal charges.
